Because commonly when there's weirdness all of a sudden with downloads (it's usually stuff like downloads stopping, or not getting started), you clear the download cache. This isn't random updates this is more akin to the redist spam before Steamworks Common Redistributables was a thing. That's not counting the daily pushes of ~20 games for the past month. I mean hell, just today I had ~50 games get 100KB or less updates with no manifests.
